The principal issue in this appeal is whether the defendant, the zoning board of appeals of the town of Guilford (board), unreasonably interpreted the meaning of a Guilford zoning regulation permitting the use of a “food and beverage take-out service from within [a restaurant] building” and excluding “takeout service windows” to prohibit the use of an outside ordering station for the placing of orders for take-out food and beverages.
