I. INTRODUCTION

Plaintiffs Nicholas W. DeBellis, III and Patricia DeBellis, the parents and natural guardians of Karisa DeBellis (“DeBellis”), have brought the instant action on her behalf pursuant to 42 U.S.C. § 1983. Plaintiffs allege that the Defendants Patrol Officer Charles Kulp (“Kulp”), Patrol Officer Keith Morris (“Morris”), Youth Officer Carol Bennis (“Bennis”), Youth Officer David Moyer (“Moyer”), Captain Carl W.
