BOWMAN, Circuit Judge.
Leo H. Spinar, formerly an administrator at South Dakota State University and currently a full professor there, has brought this action seeking damages against the South Dakota Board of Regents (Board) and its members in their individual capacities (Regents) for wrongfully terminating his employment as an administrator. His complaint asserts deprivations of his constitutional rights in violation of 42 U.S.C. § 1983 as well as several pendent state law claims.
