FLAUM, Circuit Judge.
Certain police officers and firefighters of the Village of Lombard (Village) brought a section 1983 action against the Village seeking monetary damages and declaratory relief for alleged violations of their constitutional rights under the due process and equal protection clauses of the fourteenth amendment. The district court, adopting the Magistrate’s report and recommendation, dismissed the plaintiffs’ second amended complaint for failure to state a claim.
