Kevin Brown (“Brown” or “Plaintiff’) filed this pro se civil rights action on or about April 29, 1998, against Dr. Norman Selwin, Dr. John Bendhein, Dr. Narendra Kotecha, Dr. George Owens, Physician Assistant Jean Carbone (the “State Defendants”), St. Francis Hospital and St. Agnes Hospital (together with the State Defendants, the “Defendants”) pursuant to 42 U.S.C. § 1983.
