Plaintiff Feliberto Rivera, Jr. brings this prisoner civil rights action pursuant to 42 U.S.C. § 1983, alleging that various offi- ciáis and employees of the New York State Department of Correctional Services (“DOCS”) violated his rights under the First, Eighth, and Fourteenth Amendments. Rivera’s claims arise from a prison dental procedure performed in 1997.
