Plaintiffs seek review of an arbitration panel’s decision under the Randolph-Sheppard Vending Stand Act, 20 U.S.C. § 107, et seq., (cited as the Act). The case is now before the Court on the parties’ cross motions for summary judgment. The parties to this action are the following: 1) plaintiffs, Georgia Department of Human Resources and Georgia Department of Human Resources, Division of Vocational Rehabilitation.
