BEFORE THE COURT is the motion of defendants Perez, Badgley and City of Wenatchee for partial summary judgment (Ct.Rec.20).

Plaintiffs assert claims under 42 U.S.C. §§ 1983 and 1985 for violation of federal civil and constitutional rights. They also assert various state law claims for negligence, false arrest, false imprisonment, and intentional and/or negligent infliction of emotional distress.
