This is an original proceeding by mandamus whereby it is sought to compel respondents *475Arnold, Bnder, Lammert and Dempsey, who compose the Board of Election Commissioners of the City of St. Lonis, to place and canse to be printed the name of petitioner, Jnlins Haller, on the official ballot of an election to be held in said City of St. Lonis on the first day of April, 1919, as-a non-partisan candidate for the office of President of the Board of Aldermen of said city, and to compel respondent Menne, who is the Treasurer of the City of St. Lonis, to receive and receipt for the deposit fee of…
