Appellant National Wildlife Federation (NWF) appeals from the District Court’s entry of summary judgment and dismissal of its challenge to certain revised regulations and criteria promulgated by the Administrator of the Environmental Protection Agency (EPA) pursuant to the Marine Protection, Research, and Sanctuaries Act of 1972 (MPRSA or Ocean Dumping Act), 33 U.S.C. §§ 1401-1444 (1976).
