MEMORANDUM AND ORDER

LUNGSTRUM, District Judge.

On September 9, 1996, plaintiff brought this class action against defendant in Illinois state court, on behalf of himself and other subscribers to certain long-distance telephone services offered by defendant. Plaintiff generally alleges that defendant did not adequately inform consumers about a surcharge added to calls under fixed-rate calling card plans.
