Falter Construction Corporation (Falter), a disappointed bidder on a construction contract for modification of the Borough of Towanda’s wastewater treatment plant, appeals the decision of the Court of Common Pleas of Bradford County, sustaining preliminary objections to Falter’s suit in law and in equity seeking mandamus and injunctive relief.
