This appeal swells out of the controversial law imposing stormwater remediation fees, commonly referred to as the "Rain Tax." The law passed like a tidal wave through the General Assembly in 2012 to fulfill requirements imposed by the United States Environmental Protection Agency ("EPA") in order to reduce pollutants entering the Chesapeake Bay.
