OPINION
MILLER, Judge.
This case is before the court after trial. It involves a small, but experienced, Navy support contractor which provided services to the Kuwaiti Air Force under a contract awarded pursuant to the Foreign Military Sales program. Although the Foreign Military Sales program is designed to protect both the American contractor and the foreign nation purchasing military equipment, trial revealed that the Kuwaiti Air Force indulged itself at plaintiffs expense, but its authorized representatives did not purport to bind the Kuwaiti Air Force or the Navy with respect to the…
