The question involved in this controversy is. one of constitutional construction. The State Constitution prohibits cities, in addition to providing for the principal and interest of existing debt, from raising by taxation in any one year for “ city purposes ” amounts in excess of two per cent of the assessed valuation of the real and personal estate of the city. Art. VIII, § 10.
