The plaintiffs challenge the validity of Chapter 37, Laws of 1951, entitled “An Act Changing and Defining the Boundaries of Dewey County.” This act required submission to the voters of Dewey County of the question of changing the boundaries of that county so as to include all the territory lying within the unorganized County of Armstrong. A majority vote was cast in favor of the proposed change.
