MARK R. KRAVITZ, District Judge.

Plaintiff Fred L. Archibald brought this civil rights action pursuant to 42 U.S.C. § 1983, alleging that officers in the City of Hartford’s police department violated his rights under the Fourth and Fourteenth Amendments to the United States Constitution when they arrested Mr. Archibald for ticket scalping in October 2007. Pending before the Court is a Motion to Dismiss [doc. #50] Mr. Archibald’s Amended Complaint filed by two Defendants, Officers Ken Labbe and Karen Spearman.
