This appeal involves the recurring issues of distinguishing between legislative and court-ordered reapportionment plans, determining the procedures to be undertaken by a district court following judicial invalidation of a prior plan, and determining when a plan enacted in response to judicial invalidation of a prior plan is subject to the preclearance requirements of section 5 of the Voting Rights Act of 1965, as amended, 42 U.S.C. § 1973c.
