This reapportionment case was brought in the District Court of Hawaii by residents and qualified voters of the City and County of Honolulu, appellees in each of the three appeals consolidated here. They alleged that Hawaii’s legislative apportionment, was unconstitutional under our decisions in Reynolds v. Sims, 377 U. S. 533, and companion cases.1 William S.
