Plaintiff taxpayers, on behalf of themselves and other similarly situated taxpayers, appeal the trial court’s judgment denying their motion for summary judgment and granting a summary judgment motion filed by defendants, the Colorado Department of Social Services (the Department), its director, and the Colorado Board of Social Services (the Board).
