By the certiorari proceedings, appellant challenged the authority of the county superintendent of schools of Marshall County to hear certain questions purporting to have been raised by appeal to the county superintendent of schools from the action of the board of directors, with regard to certain territory sought to be incorporated into a new independent school district, under Section 2794, Code Supplement, 1913.
