I. INTRODUCTION

The plaintiff is a landlord who entered into a contract to lease non-residential property to the District of Columbia Housing Authority (“DOHA”). He alleges that the tenant has breached the contract in various ways, owing the landlord for unpaid rent, late payment fees, penalties, water and sewer charges, and taxes.
