Appeal from a decision of the Unemployment Insurance Appeal Board, filed November 30, 1990, which, inter alia, ruled that claimant was ineligible to receive unemployment insurance benefits because he was not totally unemployed.

In October 1977, claimant commenced employment as executive assistant and legal officer to the president of a community college under the terms of the employer’s executive compensation plan.
