OPINION

MARGOLIS, Judge.

Plaintiff Delco Electronics Corporation seeks to recover $31.5 million as a total equitable adjustment on behalf of itself and three subcontractors under a contract with the Air Force. The defendant agrees that plaintiff is entitled to an equitable adjustment, but seeks to limit the amount to approximately $7.9 million. On May 22, 1987, .the court ruled that the plaintiff’s recovery was not limited to a not-to-exceed (NTE) offer of $14.2 million, a sum which the government has already paid, because the court determined that the government failed to accept plaintiff’s…
