BARNES, Justice:

This appeal is from a ruling of the District Court in an appeal brought from an administrative proceeding, pursuant to the provisions of 75 O.S.Supp.1977, § 318. The appeal to the District Court was from an order of the “Insurance Commissioner”, in which he approved an application of Louis J. Roussel and American Benefit Life Insurance Company.
