Appellant Mannix DeRoin Barnes filed a petition against Appellees, the University of Oklahoma, the University of Oklahoma Health Sciences Center, the University of Oklahoma College of Dentistry, the University of Oklahoma Board of Regents, and the University of Oklahoma Academic Misconduct Board (collectively, Agency), seeking judicial review of an administrative order rendered in an individual proceeding, pursuant to the provisions of the Administrative Procedures Act, 75 O.S.Supp.1992 § 309 et seq.
