Louis Duplan appeals from a judgment of the United States District Court for the Eastern District of New York (Roslynn R. Mauskopf, J. ), dismissing his claim that his employer, the City of New York ("the City"), retaliated against him after he filed a discrimination complaint, in violation of 42 U.S.C. § 1981 and Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e, et seq . With respect to his claims under § 1981, we conclude that 42 U.S.C. § 1983 provides the sole cause of action available against state actors alleged to have violated § 1981.…
