COLINS, Judge.

Michael L. Federici (Federici) appeals from an order of the Court of Common Pleas of Allegheny County (trial court) which dismissed his appeal from the decision of the Zoning Hearing Board of the Borough of Oakmont (Board). The Board’s decision granted a special exception to McDonald’s Corporation (McDonald’s) to use a property in a *312C-Commercial District at the corner of Allegheny and Washington Avenues as a drive-in restaurant. We reverse.
