Se nos cuestiona la constitucionalidad de los Arts. 2 y 7 de la Ley de Reclamaciones y Demandas contra el Estado, Ley Núm. 104 de 29 de junio de 1955, según enmendada, 32 L.P.R.A. sees. 3077 y 3082.
