F. P. Stephensen, on behalf of himself, and all other licensed fishermen in Galveston County, Texas, filed this suit in the District Court of such county against A. E. Wood, Chairman, and all other members of the Game, Fish & Oyster Commission of Texas, and against certain other officers of this State, to restrain the enforcement of Art. 941, Penal Code of Texas, 1925, as amended by S.
