This civilian pay case of first impression involves the proper salary rate for a person promoted from a Wage System (WS) classification position to a General Schedule (GS) position. Plaintiffs claim they are entitled to a salary rate set at an amount equal to two step-increases.1 The Government argues that this two step-increase does not apply to promotions from a WS position to a GS position. We agree with plaintiffs.
