MEMORANDUM OPINION AND ORDER

WAYNE R. ANDERSEN, District Judge.

Before the court is the Securities and Exchange Commission’s (“SEC”) request for remedies. On March 26, 2002, the SEC filed a civil action against defendant James Koenig (“Koenig”) and five other officers of Waste Management, Inc. (“WM”) alleging violations of section 17(a) of the Securities Act of 1933, sections 10(b), 13(a) and 13(b) of the Securities Exchange Act of 1934 and Exchange Act rules 10b-5, 13b2-l and 13b2-2.
