Armco, Inc., and the United Steelworkers of America seek review of an order of the National Labor Relations Board finding them guilty of an overly-aggressive orga*359nizational effort in violation of the National Labor Relations Act.

This case arises from Armco’s acquisition of an Allied Chemical coke plant in Ash-land, Kentucky on December 31, 1981. Armco owned and operated a steel production plant only a few miles from the coke plant, and it paid $100 million to Allied with the idea of obtaining a constant and high-quality supply of coke for its Ashland blast…
