I. INTRODUCTION

Plaintiff Tyrone Wiley commenced this suit in this Court on October 25, 2000, alleging that the Defendant Department of Veterans Affairs (the “VA”) violated the federal Privacy Act, 5 U.S.C. § 552a, by releasing records of Plaintiffs medical diagnosis and treatment at a VA medical center in Ann Arbor, Michigan. The Privacy Act prohibits federal agencies from disclosing “any record which is contained in a system of records by any means of communication ... except pursuant to a written request…
