[¶ 1] Audrey and Earl Brown appeal from a judgment of the Superior Court (Aroostook County, Hunter, J.), which affirmed a decision of the Commissioner of the Department of Health and Human Services concluding that the Browns are not eligible to participate in the Meals on Wheels program administered by the Aroostook Agency on Aging. We conclude that the Commissioner erred in failing to consider the Browns’ financial circumstances when evaluating their eligibility, and that the evidence does not support the Commissioner’s conclusion that the Browns do not lack support to have meals prepared…
