[¶ 1] Arthur and Jillayne Reardon appeal from a judgment of the Superior Court (Penobscot County, Mead, J.) affirming the denial by the Department of Human Services (DHS) of the Reardons’ application for an Adult Family Care Home (AFCH) license, and the imposition of a financial penalty by DHS against the Reardons for providing assisted living services to more than two residents without a license.
