1. INTRODUCTION

Plaintiffs Paul M. Nigl ("Nigl"), a prisoner, and Sandra Johnston ("Johnston"), his fiancée, filed a pro se complaint under 42 U.S.C. § 1983, alleging their civil rights were violated. (Docket #1). Specifically, the Plaintiffs allege that the Defendants, officers of the prison where Nigl was previously housed and the Wisconsin Department of Corrections secretary, violated Plaintiffs' Fourteenth Amendment right to form an intimate relationship by not allowing them to marry.
