I. INTRODUCTION
Ullises Shipping Corp. (“Ullises”) filed this action on November 7, 2005 and obtained an ex parte order of maritime attachment and garnishment pursuant to Rule B of the Supplemental Rules for Certain Admiralty and Maritime Claims of the Federal Rules of Civil Procedure (“Admiralty Rules”). On November 8, 2005, this Court ordered the attachment of $8,773,895 of FAL Shipping Co. Ltd. (“FAL Shipping”) and FAL Oil Co.
