In this proceeding W. W. Estes, doing business as Estes Express Lines, and referred to herein as petitioner, contends that the City of Richmond, hereinafter called the City, illegally assessed business license taxes against him for the years 1948 and 1949 in the respective sums of $907.11 and $908.32.

Petitioner is the owner and operator of a fleet of trucks and is engaged in the business of a common carrier of freight by motor vehicle. He holds fifteen certificates of public convenience and necessity from the State Corporation Commission of Virginia, under which he is authorized to transport…
