Russell J. Morris brought this action under 42 U.S.C. § 1988, claiming that the police chief of the Chillicothe, Missouri, Police Department (“the department”), various Chillicothe city council members, and the City of Chillicothe (collectively the defendants) 1 terminated him in retaliation for exercising his First Amendment right of freedom of association with an attorney.
