On June 9, 1941, the House of Bepresentatives adopted the following order, which was transmitted to the Justices on June 12:

Whereas, The Justices of the Supreme Judicial Court, in an Opinion in 294 Massachusetts Beports, page 610, dated June 11, 1936, stated that under the terms of Article *632XLVIII of the Amendments to the Constitution of the Commonwealth the description of a measure to be submitted to the people under said article, as determined by the Attorney General thereunder, must be printed on the ballot and contained in the question, and cannot be incorporated therein by reference; and
