MEMORANDUM OF DECISION

On January 4, 2001 the Department of Children and Families (DCF) filed petitions3 to terminate the parental rights of Teresa M and Donald (a.k.a.) Frank F father of Christopher and "John Doe", father of CT Page 2904 Napoleon.4 The respondent parents were properly served with the petitions and Ms. M and Mr. F were represented by counsel throughout the court proceedings.5 This court has jurisdiction in this matter and there is no pending action affecting custody of the children in any other court.
