Plaintiff Prince Manufacturing Company (“Prince”) brought this action against the United States and the Interstate Commerce Commission (the “Commission”) to review and set aside orders of the Commission entered in Docket No. 36102, The Prince Manufacturing Company v. Norfolk and Western Railway Company, (“N&W”).
