BAZELON, Circuit Judge.
Each of the three appellee labor unions in these consolidated appeals filed a suit for declaratory judgment and injunction in the District Court against appellants, all members of the National Labor Relations Board. These suits were based on the following course of events. The Unions’ officers had filed non-Communist affidavits pursuant to the requirements of § 9(h) of the Labor Management Relations Act, 1947.1 In due course, the Unions were notified that they were in compliance with the provisions of that section and hence entitled to avail themselves of the benefits…
