The Commonwealth of Pennsylvania, Department of Transportation (PennDOT), appeals a decision of the Comí; of Common Pleas of Philadelphia County (trial court) affirming a jury award finding PennDOT responsible for damages Naomi Hubbard (Hubbard) incurred from falling on a defective median strip on Spring Garden Street located in Philadelphia, Pennsylvania.
