In this action, Plaintiff, a local public school district, seeks reversal of an administrative hearing officer’s conclusion that Defendant, a disabled student enrolled by his parents in a private school, is entitled to occupational therapy under the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. §§ 1400 — 1485 (1990 & Supp.1995).
