In these consolidated diversity breach of contract, fraud, and unjust enrichment actions, two subcontractors seek recovery from the general contractor for (i) changes in the scope of work and (ii) non-payment of early completion bonus in connection with the construction of the Dulles Toll Road Extension Highway (“DTRE”).
