Reference is made to your letter dated August 4, 1967, addressed to the Chief Justice, requesting the members of the Supreme Court for their opinions, under 29 Del.C. § 2102,* as to the constitutionality of a recent Amendment adding a new Chapter 26 to Title 14 of the Delaware Code.
