[¶ 1] Quiland, Inc. appeals from an order of the Public Utilities Commission that: (1) upheld Kennebunk, Kennebunk-port & Wells Water District’s individual water metering policy (the Metering Policy) as just and reasonable as applied to property owned by Quiland; and (2) determined that, with certain modifications, the system development charge (SDC) imple mented by the District, and applicable to Quiland, would also be just and reasonable.
