This matter was referred to United States Magistrate Judge Michael L. Oren-stein pursuant to 28 U.S.C. § 636, Fed. R.Civ.P. 72(a) and Rule 1 of the Magistrate’s Rules for the Eastern District of New York, to hear and prepare a Report and Recommendation with regard to the plaintiffs’ motion for a preliminary injunction pursuant to Fed.R.Civ.P. 65(a).
